2. It's a typo. Henri Pieper (H. Pieper) was a Belgian who made guns in the late 1890's to early 1900's.

   A "rolling block" design is one that has a breechblock that pivots (rolls) backward on a hinge or pin to open the chamber for loading.

   They're good guns. Fun to restore and even more fun to shoot. They start conversations every time you pull one out at the range.
