How do i go about buying cars/bikes from the insurance companys and police auctions...?

1. Contact the police station, they should be able to point you in the right direction for the police auctions. Insurance companies you will probably have to contact one at a time - also check banks for repos. Be careful though, most of these cars weren't going to have been driven by someone who really gave a damn about the car - but you can sometimes find a good deal.
2. most insurance companies deliver their cars, directly to auction houses. in which you have to be a member of that auction house to bid.
3. Apply for a salvage license. Then you can go to the auctions where these vehicles are usually sold and place your bid. Lots of paperwork and rules, depending on your state. Good Luck!!!
4. Unless you're willing to take your chances, you may end up with a pile of junk. Sometimes you can't get to look it over beforehand to inspect it.
