What does "not for consumption" for tobacco mean in an online auction?
I wanted to buy my friend a pack of Camel Crema cigarettes, but I can't find them anywhere. I found them on E-bay, but each auction has a disclaimer that says "the value is in the packaging, not the tobacco inside. Tobacco is not for consumption." What does this mean? Is the tobacco just very bad tobacco? Or will it hurt if she does end up smoking it? What's the deal?

- It's probably just to get around tobacco sale laws.
- they say that because they are for a collector. they are probably old or rare so they arent for smoking, just to look at!! you are paying for the rare packaging they are in if you open them they arent worth anything anymore
