I have 1.5 Mbps DSL. For example, if I make a bid 10 seconds before the end of the auction, does someone have time to counter bid?

Someone could be putting a bid in at the same time you are so there is always a chance of being out bid.

If you absolutely wants to make a last second bid, I would click with 2 seconds left.
Basically all the information is in webpage before you click CONFIRM. And while it's loading the page, eBay already received your bid amount, ID, and time it received the bid at almost the same time you click that CONFIRM button.
Make sure you use a clock that's synced to eBay clock.
If you're using a Mac, just make the clock show seconds, and it's automatically the same as eBay time.
